"Le nouveau paysage des acteurs de la ville" (The new landscape of city players)

The aim of this talk is to show how the landscape of city players is changing dramatically under the impact of today's major transformations (notably the ecological transition, but also the digital transition, changing mentalities, etc.).

On the one hand, we are witnessing increased hybridization between sectors, a shift in value downstream, closer to residents/users, the emergence of new strategic links in the value chain (e.g. around management/upkeep/maintenance, recycling, putting into use, etc.), new urban challenges (e.g. the urban environment, the environment, etc.).), new urban challenges that provide a gateway for new players in the city (water and plant operators, etc.), and new key resources for these new players in the form of new urban spaces (sidewalks, rooftops, etc.).).

The vocabulary is changing (cf. the switch from "land" to "soil" in connection with the "zero net artificialization" challenge), and certain implicit assumptions on which the economics of urban services were based (such as the assumption of a continuous increase in the quantities consumed, whether water, waste, energy, land, etc.) are being radically requestioned.Mapping this new urban landscape is essential if public and private players are to find their bearings.
