Zero-carbon target for 2050: Diagnosis and possible solutions

Three further conferences (on technology, new construction and renovation) will be offered in 2023. The conferences can be followed independently.


To mitigate climate change, the building sector needs to decarbonize by 49% compared to 2015 by 2030 (7 years from now) and be fully decarbonized by 2050, to meet the objectives of the National Low Carbon Strategy.

If we look at the greenhouse gas emissions linked to this sector, which have remained more or less stable since 1990, we can see just how far we still have to go. Faced with this colossal task, we need to mobilize all the levers at our disposal, first and foremost that of sobriety, whether in terms of land use, energy consumption, construction or other factors.

Will adaptation and mitigation strategies be compatible or risk being in contradiction? How can both be financed at the same time?

Will current changes (sharp rises in energy costs, rising costs or even scarcity of certain materials, new post-Covid working habits, new aspirations for housing, etc.) help us to change practices in the building sector, and how? What new business models are emerging to finance this ecological transition?

Our speakers will help us diagnose the changes underway and the levers that still need to be activated to achieve these highly ambitious goals.

Philippe Pelletier: Philippe Pelletier is an honorary lawyer and former lecturer at the Université de droit de Paris-2, and the author of a number of public reports on housing and urban planning. After serving as Chairman of the Union nationale des propriétaires immobiliers (Unpi), then of the Agence nationale de l'habitat (Anah), he was appointed Chairman of the Plan Bâtiment Durable by the French government in 2009.

A member of the Conseil supérieur de la construction et de l'efficacité énergétique (CSCEE), Philippe Pelletier chairs the board of the Habitat et Humanisme federation and the Conseil de développement de la Métropole du Grand Paris. He is the author or co-author of several books, the most recent of which are: Traité des baux d'habitation et professionnels (Le Moniteur, 2021), L'habitat choisi (Edition PC, 2022), le Plan Bâtiment Durable (Le Moniteur, 2022).

Jean-Christophe Visier: Since 2019, Jean-Christophe Visier has been involved in foresight activities, both as director of foresight at the Centre Scientifique et Technique du Bâtiment and as head of foresight on building at ADEME. In a rapidly changing world of building and real estate, foresight must enable us to collectively explore possible futures.
This recent activity builds on 14 years spent directing CSTB's energy and environment activities and getting involved in the energy and environmental transition of buildings. The challenge is to imagine change and make it possible.

Gwennaële Chabroullet is Deputy Managing Director of real estate consultancy ARP Astrance. She specializes in the implementation of real estate policies and sustainable building projects, and provides training and communications on the themes of high environmental quality in buildings, health in buildings and adaptation to climate change. "Looking at the world with curiosity, empathy and envy, and striving for maximum foresight in the face of changes that are shaking up our way of life and perhaps our way of thinking. As a real estate professional, I want to do my bit to ensure that the spaces in which our lives are organized and evolve adapt to the planet's new conditions, to changes in the way we work, do business, teach, care for our health, etc., and create the conditions for fruitful interactions".
